Transfer of Development Rights (TDR) Implementation Class

Dear Georgia Planners,

The Georgia Chapter of the American Planning Association (GPA) is cosponsoring with the Chattahoochee Hill Country Conservancy a one-day Transfer of Development Rights (TDR) implementation class on Friday, November 9th, 2007 from 9 am - 4 pm in Palmetto, Georgia. Palmetto is located approximately 25 miles southwest of Atlanta. Changes to Georgia’s TDR law were approved by the Georgia legislature several years ago and have made it easier for a communities and non-profit organizations to use TDR. The TDR training class is intended to focus on the nuts and bolts of operating a TDR program. A save the date card for the training is attached.

TDR is a tool that allows a community to designate development “receiving areas” to legally transfer property development rights from “sending areas” and thereby protect greater open space. The only current Georgia TDR example and the location of the training event is the Chattahoochee Hill Country in Fulton County. The Chattahoochee Hill Country Conservancy is a non-profit organization seeking to implement a land use plan to protect the ecological health and quality of life in a 65,000-acre area of south Fulton County, northwestern Coweta County, eastern Carroll County and eastern Douglas County.

To help communities become better acquainted with this land management tool and provide them the fundamentals on how to go about implementing it, the Atlanta Regional Commission and the American Planning Association-Georgia Chapter along with the Chattahoochee Hill Country Conservancy is sponsoring this TDR training event. GPA Divisions Forum

The Georgia Chapter of the American Planning Association represents professionals, public officials and citizen planners with a wide diversity of planning focus. To better serve our membership, the GPA Board has established a mechanism to encourage more communication between members of similar interests. We would request that all members see the new GPA Divisions Page (under “Resources”) and sign up for one or more of the (9) newly established GPA “Divisions”.

Divisions include Zoning Administration, Diversity in Planning, Economic Development, Environment, Natural Resources and Energy, Information Technology, Small Town and Rural Planning, Transportation Planning, Urban Design and Preservation, and Housing and Community Development. Creating an account will allow you to receive information on resources and to monitor and participate in discussions of particular relevance to your interest in planning.

District Highlights

District 7 – Joint Land Use Study (JLUS) Underway

In February of 2007, a Joint Land Use Study was launched in the Chattahoochee Valley area. This study is a regionally coordinated effort to address encroachment concerns in relation to Fort Benning and its anticipated growth and impact on neighboring communities. The study’s purpose is to safeguard the installation’s military mission while ensuring that local economic development can prosper without degrading the public health, safety and welfare of surrounding communities.

The JLUS covers a five-mile radius and includes the counties of Chattahoochee, Harris, Marion, Muscogee, Stewart and Talbot Counties in Georgia and Russell County, Alabama. The JLUS Task Force, which includes local planning and administrative officials, military representatives, regional planners and conservation stakeholders from this seven county area, are meeting monthly to evaluate issues and develop recommendations to be included in the Joint Land Use Study.

A Policy Group, comprised of local elected officials, private sector individuals and installation leaders, will review the Task Force recommendations before including them in the local plan.

The study is sponsored by the Valley Partnership, with EDAW leading the initiative and using their experience in the development of regulatory and non-regulatory land use compatibility strategies around military installations to guide the development of the study. Recommendations from the JLUS are designed to assist local jurisdictions in the development and implementation of their land use planning.

The JLUS planning process will hopefully result in meaningful plan that will ensure compatibility between the mission of Fort Benning and the development needs of the surrounding counties.
